Public Services Management – Consultant

A water science and technology engineer from ENGEES and holder of a master’s degree in Business Management and Administration from EM Strasbourg, Léonie DESSARTINE joined COGITE in June 2022. Before that, she developed, within a previous experience in a design office, missions relating to support for public policies and management of public services, particularly water and sanitation.

Her main responsibilities and skills are:

• Support for the structuring of public services (technical, financial, administrative and legal aspects), in particular in several water/sanitation skills transfer studies – NOTRe law.
• Support in the implementation of Public Service delegation procedures and more broadly public procurement.
• Carrying out multi-year audits/monitoring of public service delegations.
